The Dog Whistles are just a noise making device that can produce a very high pitch which dogs can hear. In fact, in many cases humans can hear these whistles as well.
The Whistles are not completely silent either. There is a noise that is created by blowing in the whistle which gives an audible sound. People close by you can hear the air as you blow in the whistle.

Do Dog Whistles Work? – The key is Adjustment:
The image above shows you how to adjust the dog whistle so that it is tuned to your dog. You need to remove the plastic cover. Then, screw the nut on the pitch rod to the end closest to where the plastic cover was removed. Then insert the pitch rod into the whistle.
Now, here is the key part. You need to blow in the whistle while you are twisting the pitch rod further into the whistle. At the same time, keep an eye on your dog.
It will be obvious when they hear the whistle. Like humans, each dog is a little different as has a slightly different frequency which is best for them. You will notice with a tilted head when you hit the right note.
There are a number of different things you can use the whistle for with your dog. You can use your whistle for dog to stop barking. You can use it to provide a signal, or queue for them to perform some action.
Many trainers use the whistle to teach tricks, such as come back and in some cases more than one trick. The way to do multiple tricks is to associate different whistle signals with each action. For example, one long blow might signify come back, whereas to short blows might be sit or stay.
